Headquartered in Sioux Falls, the firm is owned and led by Steve Flanagan, President and CEO, alongside Jeff Tibke, Vice President and Director of Operations, and Alana Flanagan, Secretary and Administrative Coordinator. After more than a decade in the public sector, he saw a growing need for professional, ethics-based investigative services in the private arena, particularly to support criminal defense and civil litigation teams. That realization became the motivation for founding BLI: to offer law firms and individuals access to the same caliber of investigative excellence typically reserved for government agencies.

Within its first few years, Blue Light Investigations built a client base that included some of South Dakota’s most respected law firms and corporate clients. The company now employs a team of trained investigators and administrative staff and plans to expand operations in the future.

Flanagan often credits his Catholic faith and his family, his wife and five children, as the moral compass behind the business.
